UCR (UNIFIED CARRIER REGISTRATION) IS REQUIRED AND YOU DO NOT WANT TO BE CAUGHT WITHOUT IT!
The UCR plan replaces the single state registration. It is an annual required registration that must be in place when you file for your authority.
WHO IS REQUIRED TO REGISTER AND PAY FEES UNDER THE UCR SYSTEM?
1. Operations requiring a USDOT # for "interstate" transportation.
2. Operations requiring a MC or MX # from FMCSA (regulated authority)
3. Interstate Brokers
4. Interstate Leasing Companies
5. Interstate freight forwarders.
It appears at this time, interstate exempt for-hire carriers conducting operations in vehicles that do not fit the definition of a "commercial motor vehicle" are not required to register under UCR.
There are a couple of states that do not participate in the UCR and if you are in these states you are still required to register. Your base state would just become a neighbor state.
